FUNGUS DERMATITIS: It is usually fungus infection. Try putting fungus cream and wash his private to avoid irritation and infection.

Might be infection: This could be a number of things but it seems you should take him to see his doctor. This could be just rash or irritation. But if his actual penis is red and swollen (balanitis) or both penis and foreskin (balanoposthitis) then he may need antibiotics or antifungal medicine. Bacterial infections here are most likely due to bacteria that cause skin infections.
