Is there any way to know that organic grocers actually sell organic groceries?

No: The supply chain is almost impossible to monitor and the government agencies assigned this task are underfunded and undertrained. The definition of 'organic' is a fuzzy target with constant lobbying to soften the criteria. So there is no actual way for the consumer to be certain.
