Many causes: This could be seborrheic dermatitis, due to a specific type of yeast, or infection of the hair follicles (folliculitis). The hair thinning may or may not be related. Treatment options include over the counter shampoos with zinc, selenium, coal tar, resorcin, or salicylic acid. If it doesn't get better see your doc to rule out more serious causes.
