No difference: The egg may be fertile for up to 72 hrs after ovulation. It may not be in the tube for some hours, either. Stats not much different for before and after if sperm count is really good.

Help: It helps the chances of conception if IUI is performed prior to ovulation. Washed sperm probably doesn't survive more than approximately 16 hours after the IUI procedure.
