Depends: If it's actually an artery (the temporal artery, to be exact), with the associations of headache and blurred vision, and you are of appropriate age, temporal arteritis would be a concern. I would seek medical attention, as this requires a physical exam that cannot be done nearly satisfactorily over the internet.

FOREHEAD VEINS.: There are many areas for forehead veins to be prominent including the temporal, central forehead and just off the central forehead. Headaches in the temporal area with discomfort along the temporal vessel would be unusual with the vein but could occur from the temporal artery and a temporal artery biopsy woiuld be required. Central/lat forehead veins should not cause pain.
