Arteritis?: Usually you find the temporal arteries (running over your temples) with these symptoms. It's an inflammation of the artery walls which can be diagnosed with a biopsy of the artery itself. However you may have a similar condition with an artery in the midline. You should see a physician for proper diagnosis.

Forehead veins.: Forehead veins are actually very common and most are treated for cosmetic purposes. It would be most unusual for a forehead vein to cause pain. I have never seen phlebitis of a forehead vein. I would recommend that you see a vein specialist. These veins can be treated by sclerotherapy with excellent results when done by someone with experience treating veins in this area.
