What to do if i have this bulging vein in my forhead when lying down or smiling, any idea what causes this?

Probably normal.: Forehead and facial veins usually enlarge when bending over or straining or smiling. They usually do not bulge when lying down, and, in fact, usually get smaller. The reasons for the change in size of the veins are many including changes in intrathoracic and intra abdominal pressures, levels of hydration, and positions of the body. Most likely what you experience is normal.

Consult: a physician. Generally these are just dilated veins and have no significance if there are no other symptoms.
