No: If you have a food allergy you would have a more generalized reaction involving more parts of your body. If the flaking and spots are in one spot then you have an infection. Without seeing it, it is difficulty to determine what it is.

Unlikely due to food: Typically food allergies present with skin or GI symptoms. The skin symptoms are usually hives and itching especially near the mouth or lips. Forehead area would be less likely. Crusting over lesions should make one consider possibilities other than food allergies.

No: Food allergies are blamed for all kinds of problems. I think that for every 1000 times someone is worried that their rash is food related, i find it to be true in just 1 or 2 patients. As other respondents have said, food allergies cause hives or GI problems and the problems tend to be generalized, not just one part of the skin.
