Every time i get a short haircut i see like these red / whitish circular spots on my head, i can feel them through the haircut too not itchy but if i pick at it it kind of stings sometimes. dangerous?

Sounds like winter eczema. Try washing your hair with 1/2-1% coal tar shampoo (neutrogena , ionil-T, generics at CVS et al). If this does not resolve the problem, then see your doctor or dermatologist for an exam to determine what scalp,condition you have to treat, good luck
