Many Possibilities: This is a tough scenario and i need more information to help out. Red dots in a cluster could be insect bites of some sort, but could also be cold sores. That they are itchy favors bites, but allergic contact dermatitis is also possible. Lyme is rarely itchy and the lesions do not come and go so this is probably not it. You need to see a dermatologist who should be able to diagnose and treat.
