Possible allergy: There are several reasons to have itchy and thickened skin, but a common one is chronic allergy to nickel metal. Many pants (like jeans) have a metal button which contacts the skin around the belly button (usually just below) and that can cause a chronic, thickened, itchy rash in the area. Belt buckles can do this too. See a dermatologist to check it and give you some good treatments.
