No: The 7th joint national committee on the prevention, detection, evaluation, and treatment of high blood pressure (jnc 7) states that people with blood pressure readings up to 120 systolic over 80 diastolic, have normal blood pressure. So your reading of 98/79 is just fine, unless you get light-headed or dizzy from BP that at times drops too low for you to go about normal activities.
