It's a relative term: Hypotension is blood pressure that is below the pressure normally expected for an individual in a given situation. It is a relative term because "normal" blood pressure varies with activity, age, meds, and underlying medical conditions. That means if a person is usually 130/80, gets dehydrated and drops to 90/60 and gets dizzy, he has hypotension; but a runner who lives at 90/60 is normal there.
