Not that I know of: I have never heard of a inguinal hernia causing such a symptom. An inguinal hernia is in close proximity to the vas deferens, which is the tube that carries sperm from the testicle to the urethra. I would recommend seeing a surgeon regarding the hernia and a urologist regarding the blood in your semen.

Not likely: There should be no anatomical way that the hernia could cause bloody semen, although anything is possible. Bloody semen should be worked up by a urologist.
