Yes: Allergy to water, also called aquagenic urticaria is very rare. One could also be allergic to cold exposure - also very rare. I recommend seeing an allergist. Cold agglutinins could develop from infections and these agglutinins could cause hives.

Try tepid bsths: Hot baths can also cause hives. Try epid baths and see if that helps.
