Yes: Allergy to water, also called aquagenic urticaria is very rare. One could also be allergic to cold exposure - also very rare. I recommend seeing an allergist. Cold agglutinins could develop from infections and these agglutinins could cause hives.

Yes...and No: Aquagenic urticaria can occur but is extremely rare. Rather, she might be experiencing dermographism due to the warm or hot water. Try making the water more tepid and room temp. Can also add a non-sedating antihistamine.

Try tepid bsths: Hot baths can also cause hives. Try epid baths and see if that helps.
