Is it normal for tsh to vary from 1.24 to 3.05 when the test was always taken resting/fasting?

Yes, normal: These values are all in the normal range and i would not be concerned. There is variability in the measurement, and in your biological levels. If you are taking levothyroxine, there is variation in absorption from gut, which can be minimized by taking the pill fasting, or at least being consistent with when/how you take it.
