Possible : It is possible but will take a lot of work with dieting and exercise. What does your city's temperature have to do with anything? That is an excuse. If you are committed to losing that much weight in that time frame, you can either exercise outside when it's comfortable or go to an indoor gym. It can be 0 or 35 deg celsius - it doesn't matter.
