Not necessarily : At this time during fetal development, the urine output is very large. This large volume may give the appearance of a distended bladder. It is reassuring that the kidneys are not dilated and that the amniotic fluid is normal. It would be desirable to know the gender of the baby prior to recommending additional imaging which would have to start with an ultrasound study shortly after birth.
