Possibly: If you blink hard and notice rings that disappear soon after, it is likely related to how forcefully you close your eyes. Often, tightly closing the eyelids puts pressure on the eyeball. This stimulates the film layer (retina) and in turn gives the impression that you are seeing a ring. If it happens every time you blink, or even if you don't you should see an eye doctor immediately.
