Yes, if symptomatic: Travelling out of north america is not a prequisite for a physician check up. I would not recommend a visit to a doctor solely based on your travelling history. However, you should see a doctor if you feel ill or have exposure to sick contacts (individuals with tb), partaken in IV drug use, or unsafe sexual practices.

Maybe: If your brother is ill, of course he should see a doctor. If he had a prolonged visit (greater than 4 weeks) he will need some follow up testing such as a skin test for tb. Depending upon his exact location, activities, and duration of travel he may need some testing for parasites. He can locate a travel medicine specialist at istm.Org and find lots of helpful info at cdc.Gov/travel.

Probably not: Is he OK or is he having some symptom or health problem. If all seems normal: no fever, no rash, no fatigue, no weight loss, etc. then he will be fine and does not need an evaluation. Most who go to SE Asia do well with no illness upon retuning. If there were a major issue, then public health agencies would be on top of it in a hurry.
