Not : Not sure why you cannot find information regarding government recommendations concerning fluoride. The previous post linked to the cdc's recommendations and contains a lot of useful information. Fluoride's benefits have been well documented over the years. This research has been supported in recent years by the documented increase in decay in children in part due to the greater use on non-fluoridated bottled water as opposed to fluoridated tap water. This link, http://www.Cdc.Gov/fluoridation/fact_sheets/wellwater.Htm, discusses water fluoridation in community and well water. It provides data on the recommended levels of fluoride. Attempting to properly fluoridate water at home is fraught with difficulty and can lead to problems as this statement from the cdc indicates: the recommended Fluoride level in drinking water for good oral health is 0.7 mg/l (milligrams per liter). If Fluoride levels in your drinking water are lower than 0.7 mg/l, your child's dentist or pediatrician should evaluate whether your child could benefit from daily Fluoride supplements. (the prescription dosage of Fluoride supplements should be consistent with the schedule* pdf icon (pdf–431k) established by the american dental association (ada) council on scientific affairs.) their recommendation will depend on your child's risk of developing tooth decay, as well as exposure to other sources of fluoride, such as drinking water at school or daycare, and Fluoride toothpaste. It is not feasible to add Fluoride to an individual residence’s well. Fluoride supplements are available in both pill and liquid form for use at home. Additionally, you should be using a Fluoride containing toothpaste which can be supplemented by Fluoride treatments from your dentist.

Fluoride use: It is a prescription medication approved by the ada and the fda. Fluoride in a tablet or liquid form is very effective in hardening the enamel and making it more resistant to decay. It should be only be taken while the teeth are forming and only if the exact concentration of the water is known.Typically it is prescribed by a physician or dentist until about age 10 or 11.

Yes: Flouride has been approved by many agencies. The important point is that like anything (especially a medicine) too much can be harmful. Even vitamins can be harmful if you take too much. The ada has a lot of good information on their website, ada.Org. You can also look at the aapd website.
