Tinea cruris?: It sounds like you're describing 'jock itch' or tinea cruris. This is a common fungal infection, especially it you perspire a lot in the area. Treatment requires an antifunal medicine. Prevention: dry thoroughly, apply an antifungal powder, avoid tight fitting underclothes.
