2nd degree sun burn: If the skin is 'bubbling' like that after an intense sun exposure, then it's probably a 2nd degree burn. This is more serious than just the redness of a 'first degree' sun burn. The integrity of the skin is compromised - so you have to treat it very very carefully. If those areas become filled with pus, the pain worsens or you develop fevers or other worrisome signs- you need to see a doctor.
