I : I agree with a turret exostosis. At times even with a negative xray, scar tissue, and fibrotic tiissue form the injury that has not calcified and turned to bone may be present as well finally the fracture may have not healed with perfect alignment and you may feel this bump and the bump may be irritating the soft tissue.

Is : Is it hard like bone? If so, there is an entity called a "turret exostosis" that is a lump of reactive bone that forms over an old fracture site, not uncommonly in the hand. It will show up clearly on an xray if that is the problem. For any mass increasing in size and tenderness, i would advise seeing a hand surgeon, good luck!
