I have lower abdomen pain it feels like constipation but im regular and it cramps or hurts when i do go to the restroom or walk i am a male history of high blood pressure i smoke and drink regularly 36 yrs old no serious illnesses or surgeries

Any : Any lower abdominal pain must be taken seriously. It sounds like you are fairly certain that you aren't constipated. You could try a glycerin suppository if you think you are all constipated, but if it doesn't help then you must be seen by your doctor. If you can't eat, have a fever, are vomiting, or have persistent or worsening pain, urinary symptoms, or if your doctor can't see you immediately then you would have to go to the emergency room.

Need to see doctor: Nobody can diagnose on the basis of just history. Irritable bowel syndrome can cause your symptoms, and that may be both genetically determined and related to stress. Drinking and smoking "regularly" are both bad for you, and may relate to your stress level. Alcohol can cause esophagitis and gastritis which cause abdominal pain. You need to see your physician for an evaluation, including tests.
