Yes, : Yes, especially if the cold wind blows down your neck as well. In acupuncture, we call this pernicious winds.

Maybe: All headaches start in the brain stem and are either a narrowing of the arteries or an expansion of the arteries. If the wind was cold enough it is possible that it may have caused a headache. If the headache persist please see your md.

Wind in the ears: Sometimes excessive wind in a person's ears can disrupt their vestibular system, make them feel uncomfortable, and possibly cause an earache or a headache. Sometimes the pulling of someone's hair can cause a headache. Was the car a convertible? People usually wear hats for this reason.
