This is because the liposuction procedure itself not only removes unwanted fat but also increases the mobility of the skin on the thigh by making multiple tunnels. This then allows for removing more of the excess skin on the thigh with the lift procedure as well as decreasing the tension at the wound closure site. Overall by taking more skin this will give a more pleasing result and likely a better scar because of the lessened wound tension.

Technically : Technically a thigh lift and liposuction are two different procedures. When a thigh lift is performed, however, often liposuction is utilized to remove excess fat and to increase the mobility of the thigh skin.

Thigh lift with lipo: The saggy skin sounds like you might benefit from excision of skin, which is a thigh lift. This can be combined with liposuction to remove excess fat, but really depends on the surgeon's individual analysis of your thighs and philosophical approach to treatment of the area.
