It : It could be, but it is more likely inflammation from the prior surgery. It sounds like you had a major surgery so it would make sense that you are still having symptoms. Please continue with your pt and home exercise program, but schedule a follow up appointment with your orthopedist to be rechecked.

Yes: Assuming you had the tendons repaired, the arthritis will be a chronic thing. At three months, though, you are still not done rehabbing. Now is when your strengthening should begin. Typical healing from rotator cuff surgery can be up to 7-8 months from surgery.
