Short : Short answer: yes. Most likely isn't serious, but it could be. Possibilities: mild inflammation of your eyelids, dry eyes or corneal abrasion, or inflammation inside the eye.

This : This could be uveitis, a viral infection, a foreign body, or something worse. There is just no way of knowing without an in-person examination with an ophthalmologist. Your eyes are your most precious sense -- treat them as such!

Tearing : Tearing is a natural reaction of the eye to foreign body, inflammation, infection, dry eyes or any insult to the eye. It does not know the difference and will try to "flush out" the source and cause the tearing. But once you become sensitive to light (photophobia), it is strongly advisable to see an ophthalmologist to identify the cause.
