Without : Without being able to examine your finger, it's hard to say what the spots are. They could just be freckles or they could be something more concerning such as melanoma. To be safe, call your doctor and have them take a look. If they are not sure what the marks are, they can always send you to a dermatologist.

Specks on the index: This needs to be seen to understand what is wrong. If you recently had a sore throat I would be concerned for the spread of the infection.
