No: No person should perform procedures in which they don't know the risks, benefits and alternatives. It is unlikely that an non medical person will not the risks, benefits and alternatives of they performance of a needle aspiration. In the event that a potential risk occurs will a non medical person know what to do. If the answer is no--then, no!
