Varicose : Varicose veins can cause symptoms including aching, burning, swelling, and pain. Symptoms are often improved with leg elevation. To improve symptoms, compression hose can be warn and often give significant improvement while being worn. Anti-inflammatory medications such as Ibuprofen can help the discomfort (if the patient doesn't have a reason why they can't take these medications such as an ulcer or bleeding problem). Usually the only long term treatment for varicose veins is for a surgical procedure such as endovenous ablation to get rid of the vein.

Varicose veins: Hard to know if varicose veins are cause of numbness with the limited info provided. If seen by reliable md in past suggest follow up. Unless he has severe skin changes or ulcers on the skin of the legs probably not an urgent problem.
