Barely possible: Some hair dyes contain chemicals that are suspected carcinogens, and these might (not will, just 'might') cause cancers, including brain tumors. This is not an issue of the dye going straight to the brain because it is applied to the head; the dye would have to be absorbed and then get into the bloodstream to get to cells.
