Likely inflamed glnd: The glands inside the eyelids can sometimes become inflamed.Moist heat over several applications may help it settle down, but sometimes an eye doc will need to open the cystic mass from inside the eyelid & remove the material. Give it a try with heat & discuss with your doc if it doesn't subside over several weeks.
