Lab testing: Fasting blood sugars can be obtained in a lab after an 8-12 hour fast. Post-prandial blood sugars are those which are obtained about 2 hours from the last meal or with a glucose tolerance test.

Diabetic: I prefer the term "diabetes". You will only know if your blood sugar is too high or low by checking your blood sugar. Much more information is needed before anything meaningful can be answered. What is your weight, diet, food and sweet intake, alcohol consumption, etc?

Many possible: Reasons. Since i don't know what you mean by high, i'm going to assume that you're eating too much food or not taking an appropriate dose of medication. This needs to be discussed w/your doctor.

It depends: There are varying degrees of high blood sugar. When it is moderately high, you may feel fine other than some weakness etc and more frequent urination. If it is very high it can lead to a condition called diabetic ketoacidosis where can cause dehydration, kidney failure and death if not treated in a timely manner.

If you are not known to be a diabetic, you will need to start treatment for it. In case you already have diabetes, then you know the answers as to how to seek medical help and get medication to control the sugar.
