Make it fun!: Don't make it an issue which will only make things worse. Try to make it a game or fun. Give her\him verbal praise or a small prize or reward even if it is not perfect or every day.

Couple ideas to help: Sorry to hear about the problems you are having with your 3 year old. In terms of ideas you can use an hour glass to tooth timer and have her brush until the sand runs out. You can also give her a powered brush instead of a manual brush. Good luck.
