Dyshidrotic eczema: Sounds like dyshidrotic eczema which is a dry skin condition. Treat with topical steroids, moisturizers and antihistamines. See your doctor to get stronger strength topical steroids. Otc cortisone does not work very well. Also need to consider fungal or bacterial infection as secondary infection occurs often with eczema.
