Need to examine: It is not feasible to provide an opinion without looking at the "bumps". If the bumps persist more than a couple of weeks, you should see your doctor.

I'd have to see them: Are they only present on the back of your hand? How long have they been there? Did you come in contact with something before the bumps appeared? Do you have allergies? You need to see your Doctor so the bumps can be properly examined.

Hard to say: This could be many different things from wart to eczema. Without knowing more what they look like or if they cause symptoms, I can't provide any reasonable answer. Your best bet is to see your healthcare provider so that it can be assessed in person. Best of luck.
