Can you simply know if a person have a tuberculosis through ultrasound on the neck? (even though the x-ray on the neck and lungs appears to be normal)

No: Tuberculosis is diagnosed by culturing body fluids, or occasionally by detecting the bug in the body fluid(s) by stain and/or "pcr" (a molecular test looking for mycobacterial dna specific to tb).
