Can i get infected using protection but not exchanging fluids during sexual intercourse?

Yes.: Depends on what kind of infection you are talking about. If condoms are used and vaginal penetration occurs, you can still get just about every type of infection, including gonorrhea, chlamydia, herpes and hiv.

Unlikely: If you are using condoms and they do not break it is very unusual to acquire stds in this manner. You must exchange fluids during sexual intercourse, but a condom will protect you from this exchange. Nothing is perfect and you can still become infected, but this is best you can do.
