No: The orthodontist should be directly (or in some offices) indirectly involved with the process every step of the way. If they do not physically place the braces, they should at least check the final position before the cement is hardened or you are dismissed.

Not really: If the braces were all placed simultaneous in what might look like a "bleaching tray" (called indirect bonding), then it could appear there was no supervision. However, your licensed orthodontic specialist is responsible for the positions and placement of your braces in any event.
