In many patients: Yes, when a person is lean, the veins appear more prominent . Also as we age, the skin is more translucent or thinner and loses some of the collagen and elasticity that helped prevent the dilation of veins.

No evidence: I don't believe there is any evidence that weight loss leads to more prominent spider veins. If concerned , you should see a vein specialist.

Possibly: It can go either way. Sometimes spider veins can be more apparent with weight loss, sometimes not. Unfortunately, there is no way of predicting which way it will go. Don't let concerns about visible spider veins stop you from losing weight, though, if you need to lose some.
