No: If there is room for it to fully erupt into its proper position then you may just have some "teething" type discomfort.

Not necessarily: Usually, it can be painful as the tooth is breaking through the gums. Once the tooth is exposed, food and bacteria can become trapped around the area leading to further pain and possible infection.
