Yes!: An acl tear makes the knee unable to resist rotational movements that occur when you plan your knee and twist to the opposite side. However, walking and straight-forward running is not usually affected. Older literature describes deficiencies in walking, but that literature is outdated. Acl reconstructions are done to restore rotational and translational stability, not to restore walking.

ACL tear: Yes you can walk with a complete acl tear. It just bother you on uneven surfaces or a quick twist.
