Several Things: Typically a shooting pain radiating down the arm is nerve related.
But shooting pain can also be cardio vascular.
Did you have an injury or is it any way related to the position of your neck?
Is there numbness or tingling associated with it?
If it is ongoing see your doctor for an evaluation.
