Evaluation?: Has this person been evaluated? Did the different conditions as you describe in your question just start, or have they been long standing? I am reluctant to make a diagnosis without being able to first perform a diagnostic evaluation. This boy clearly deserves an evaluation either by a board certified child & adolescent psychiatrist or a developmental pediatrician.

14 month old: From the description, it is difficult to make a diagnosis, but i recommend evaluation by a child psychiatrist first.
