Painful rotator cuff: I always tell my patients to listen to their body. If it hurts when you are exercising then it probably is not helping. There are specific exercises to do to rehab the rotator cuff muscles. I would stay away from behind the neck lat pulldowns and overhead presses for now.

Rotator cuff: You may be able to but you might want to decrease the weight and increase reps. Also avoid overheard exercises that may injure the cuff. Biceps and triceps should be okay. If the exercise hurts don't do it.
