Either way: Whichever you feel the most comfortable with is the way you should go. If you are put to sleep, local anesthetic is still used.

Either way : Local anesthetic relieves pain, but doesn't address pressure , vibration or noise - all things which may "bother " a patient. If you are comfortable with dental treatment and the teeth aren't judged to be difficult , then local anesthesia may be the way to go. However, general anesthesia is a safe and proven way to handle anxiety and more difficult cases.
