Either one: Could be a gum infection or a tooth infection. Either way, you need to get evaluated & treated. Bottom line: go see your dentist.

Could be both tooth : A bump on a vital tooth would indicate a periodontal problem; a bump on the gum and the tooth is non-vital would be a tooth related problem.

Likely: Best get to a dentist to have it evaluated. The most likely explanation is infection. If it is food packed in your gums it may self correct if the food can be dislodged but if a tooth is infected internally or if you have periodontal disease, you will need dental treatment.

Either one: It can be from either one or both. An infection in the gums can come from the bottom of the tooth. Or, a gum infection can cause a tooth infection. Either way you need to go to your dentist for a diagnosis.
