Baby's vision: A pediatric ophthalmologist should check your baby's vision because it looks like s/he shows partial blindness. It can be caused by cataracts, tumor, brain defects.

If he can only track: When looking up, then it's time to see a pediatric ophthamologist. You didn't say if his eyes are " stuck" in that position, indicating a problem with eye muscles or something pressing on them. He should be able to fix on your face straight on & follow 180 degrees to each side, while you're silent. Vision, eyes, eye muscles & brain will be checked, and an MRI will probably be done, for his safety.
